Composite to Prime Ratios

There are more composite numbers (non-prime) than prime numbers. By the time you've counted to 28 there are more than twice as many composites as primes.

How many numbers must be counted before the ratio is equal to or greater than 3? Than 4, 5, 6, 7, 8, 9, 10?
